Unit Role

The Office of Technology Management (OTM) manages the intellectual property portfolio of the University. OTM promotes the transfer of University technology for public use while generating income to promote research and education. Areas covered by OTM include industry-sponsored research, intellectual property licenses, patent management, sales and service agreements, confidential disclosure agreements, material transfer agreements, and other items that fit under the Intellectual Property Policy of the University.

The Office of Technology Management reports to the Vice Chancellor for Research.

Principles, Standards, and Guidance

  • Provides direction and oversight to help ensure research and related activities comply with Federal regulations and University policies and procedures governing intellectual property rights.
  • Develops and implements institutional policies and procedures related to technology management.

Education and Awareness

  • Provides information about sponsors and funding opportunities to faculty and deans to support faculty research interests and institutional goals.
  • Develops and implements educational programs and tools to assist researchers and staff to comply with Federal regulations and University and sponsoring agency policies and procedures related to technology management.

Administration and Management

  • Obtains and maintains appropriate protection for University intellectual property.
  • Verifies that appropriate facilities and administrative cost rates are requested in the proposal budget.
  • Administers and oversees all financial issues related to technology management.
  • Manages and negotiates all material transfer and non-disclosure agreements.
  • Markets inventions and negotiates contracts for the licensing of inventions.
  • Develops and maintains electronic systems and technology solutions related to technology management.

Institutional Oversight

  • Assures that agreements are created and administered in accordance with Federal regulations and University and sponsoring agency policies and procedures governing intellectual property rights.
  • Reviews proposals for appropriate protocol approvals.

Noncompliance

  • Supports and endorses cooperation with University compliance and monitoring efforts and reports instances of noncompliance to the appropriate compliance office.

Coordination Among Entities

  • Coordinates with the Human Research Protection Office (HRPO) and the Center for Clinical Studies (CCS) to help ensure that all agreements involving human research are in accordance with Federal regulations and University and sponsoring agency policies and procedures instituted to protect the rights and welfare of human research participants.
  • Coordinates with the Disclosure Review Committee (DRC) to help ensure that potential financial conflicts of interest are disclosed and effectively managed, reduced, or eliminated in accordance with Federal regulations and University and sponsoring agency policies and procedures.
  • Coordinates with the Animal Studies Committee (ASC) Office to assure that all agreements involving animal research are in accordance with Federal regulations and University and sponsoring agency policies and procedures instituted to assure the humane care and use of animals in research projects.
  • Coordinates with the Research Office to monitor and impose restrictions on international exchanges of information, items, and/or activities.

Records and Reporting

  • Reports inventions timely and in accordance with Federal regulations and University and sponsoring agency policies and procedures.
